Know the force behind North Bengal’s saffron surge: Harsh Vardhan Shringla

Truth of Bengal: The momentous mandate secured by the Bharatiya Janata Party (BJP) in this recent West Bengal Legislative Assembly election cannot be fully understood without recognising the force that quietly shaped its northern momentum- Harsh Vardhan Shringla.

North Bengal proved decisive in the changing of the guard. The region comprising districts to the north of Malda, accounts for 54 Assembly seats. Of these, the All India Trinamool Congress (TMC) could barely secure 14, while the remaining 40 showcased an emphatic and roaring mandate in favour of the BJP. When such a historic mandate sweeps the region, one cannot help but acknowledge that it cannot be an overnight phenomenon. Long before the numbers reflected the saffronisation, the groundwork had already been laid. At the centre of this organisational architecture stands Darjeeling’s own bhūmiputra Harsh Vardhan Shringla, whose career in the Indian Foreign Service lends him a unique vantage point.

Before entering this phase of public life as a prominent figure in BJP’s political leadership in West Bengal, Shringla served as India’s Foreign Secretary between 2020 and 2022, as well as High Commissioner to Bangladesh, and Ambassador to USA and Thailand. Particularly significant in the context of this recent election result, is his tenure in Dhaka which coincided with a crucial phase in India-Bangladesh relations- marked by deepened cooperation in connectivity, trade, and security. For West Bengal, a region intricately tied to Bangladesh through geography and history, these developments were not abstract diplomatic successes, but matters of immediate regional relevance. His first-hand exposure to cross-border dynamics- migration, trade, river water sharing and security concerns equipped him to analyse the governance concerns of West Bengal through the prism of his experience.

But Shringla is more than a seasoned diplomat who operated within global corridors of power- equally significant are his roots in Darjeeling. He is a figure deeply familiar with the geopolitical and cultural sensitivities of the northern region of West Bengal. Unlike many policymakers whose engagement with the region is episodic, Shringla’s understanding of North Bengal is lived and layered. It is this interplay of global exposure and local rootedness that makes Shringla’s influence noteworthy. His articulation of development for North Bengal has consistently emphasised connectivity, cross-border trade integration, tourism potential, and strategic infrastructure. These are not merely policy talking points; they align with the lived concerns of a region that sees itself as a gateway to India’s neighbours to the north, north-east and beyond.

His diplomatic experience allowed for a nuanced narrative—one that balanced national security concerns with regional cooperation. This dual lens helped shape a discourse that appealed to both nationalist sentiment and pragmatic development aspirations, contributing to the BJP’s consolidation in the region.

It is this insight that informed his approach. Tasked with a significant organisational role, Shringla worked quietly but methodically—engaging with party workers, coordinating with local leadership, and helping shape a strategy tailored specifically to North Bengal. From strengthening the party’s base in the Darjeeling hills to expanding its reach across the plains of Jalpaiguri, Alipurduar, and Cooch Behar, his efforts were directed towards building a durable political foundation rather than chasing short-term gains. His strategic thinking also reflects a broader vision for the region. His understanding of borderland dynamics, allowed him to frame the region not as a peripheral zone, but as a gateway with immense economic and strategic potential.

Shringla’s stature on the national stage further underscores his organisational capability. He played a key role in the successful conduct of the 18th G20 Summit 2023 held at Bharat Mandapam in New Delhi under the leadership of Prime Minister Narendra Modi. The summit, built around the theme “Vasudhaiva Kutumbakam—One Earth, One Family, One Future,”drew global appreciation for its scale and execution. Shringla was widely acknowledged as one of the principal architects behind its seamless organisation—an achievement that highlighted his ability to manage complex, high-stakes initiatives.

That same ability translated into the political arena in West Bengal. Working largely behind the scenes, he helped design and guide the BJP’s campaign architecture in North Bengal. The result was a sweeping and, in many ways, unprecedented mandate in the region.

On the day of the results, even while stationed in Delhi, Shringla’s attention remained firmly fixed on Bengal. As the scale of the BJP’s victory became clear, celebrations followed—symbolically marked by distribution of sweets and visible jubilation. For the son of the hills, it was not merely a political victory, but a moment of regional assertion.

The BJP’s rise in North Bengal has, of course, been building since the 2014 general elections. Yet, this election marks a culmination—a point at which sustained groundwork translated into decisive electoral dominance. In that journey, the contribution of Harsh Vardhan Shringla stands out as both significant and defining.
In many ways, his trajectory—from ancestral roots in Darjeeling to the highest echelons of global diplomacy, and now to shaping political outcomes back home—is unprecedented. It reflects the growing role of individuals who combine technocratic expertise with deep regional understanding. As West Bengal looks forward to a new political phase, with excitement, and renewed hope, the imprint of Shringla’s vision and strategy on West Bengal is likely to endure.
